Hiring a Domestic Helper from Indonesia to Singapore: What Employers Need to Know

Hiring a domestic helper from Indonesia can be a rewarding decision for many families in Singapore, especially with the country’s strong tradition of dedicated and hardworking helpers. However, if you’re thinking about hiring directly—without going through an agency—it’s important to understand the rules and challenges involved, especially with recent changes in Indonesian regulations.


Why direct hiring from Indonesia has become more complicated


In the past, direct hiring of Indonesian helpers was more straightforward. But today, the Indonesian government has implemented stricter guidelines to ensure the welfare and protection of its citizens working abroad.


One of the most important requirements now is the E-PMI (Electronic Pekerja Migran Indonesia), which is a mandatory document for any Indonesian worker going overseas. This digital certification—replacing the former KTKLN card—is only issued if the helper is processed through a licensed Indonesian placement agency (P3MI).


Without an E-PMI, helpers are likely to be stopped at Indonesian immigration and denied boarding at the airport, even if all other documents are in order.

While some helpers may still try to leave Indonesia on their own, this comes with significant risks and is not recommended. Both the helper and the employer may face delays, complications, or even penalties if the proper process is not followed.


What you need to prepare as an employer in Singapore


If you are committed to hiring an Indonesian helper, it's essential to ensure you have all the required documents and processes in place on your side:


  • Employment Contract that complies with both the Ministry of Manpower (MOM) and the Indonesian Embassy requirements


  • In-Principle Approval (IPA) issued by MOM


  • Security Bond and Medical Insurance


  • Declaration Form, signed by both you and your helper


  • SG Arrival Card (SGAC) submission before your helper enters Singapore


What the helper needs to have


From the helper’s side, the following documents are needed before she can travel to Singapore:


  • A valid passport (with at least 6 months' validity)


  • Flight tickets to Singapore


  • An approved E-PMI document from Indonesia
